Since its creation 33 years ago, FONATUR has contributed significantly to strengthening the nation’s tourism industry and making it one of the most dynamic sectors of the Mexican economy, thanks to the number of permanent and well-paying jobs it creates, the amount of foreign revenue it generates, and its impact on regional development.
FONATUR’s success is evident in the creation and operation of five tourist resorts: Cancun, Los Cabos, Ixtapa, Huatulco and Loreto.
These destinations serve as benchmarks when anyone anywhere talks of competitive tourism and the caliber of tourism Mexico offers. Today, these resorts are home to 40% of the country’s five-star hotels, host 46% of the foreign tourists that overnight in Mexico, and represent 54% of the foreign revenue generated in Mexico from tourism.

Huatulco was the last Mexican resort developed by Fonatur (the Mexican government department of tourism development).
Fonatur chose the Bays of Huatulco and began development from scratch in the late 1980s. Currently the population is about 13,000, but it has first class infrastructure for the development of double or triple that size. This Pacific paradise offers the opportunity to purchase property and build houses at extremely reasonable prices with the security of knowing you are building in a prime and desirable location.
Building Costs are very attractive
The quality of construction is high and the costs are very low in comparison to Canadian or American building costs.
Here you can construct a house with quality finishing and completely landscape your yard for less than $100 per square foot.
Land titles are clean and secure
When purchasing a lot inside Fonatur Huatulco zone you are guaranteed a completely clean title to your property. The same can't be said for land purchases that occur in ejido land (land outside of Fonatur zone).
The reason for this is that Fonatur is a department of the Federal Government and when you buy a lot you are purchasing it from them and there is no question about the validity of the property title.
